Proof of income rejected by healthcare.gov

I submitted a 1099 for my proof of income on healthcare.gov and they rejected it. According to customer service person, they said they did not receive proof of income by the assigned date. The problem here is that I provided that information 2 months prior to the cut off date, which she acknowledged. I think they may have got around to examining my documentation after the fact due to covid and just cancelled my subsidy. Anyway, this has caused my premium to explode to 600 a month. They told me I would have to reapply and provide a 1035 from the previous year that I did not have health insurance at all. Does this sound right? How do I get these outrageous premiums back?
