Puzzled by insurance companies not wanting to insure my undocumented friend

I have been inquiring multiple insurance companies on behalf of my undocumented friend, who is willing to pay full price (without subsidy) for a private health insurance. But none of insurance companies are willing to sell him a plan, citing he is undocumented. I thought if someone is willing to pay full price, then insurance companies should have no problem to insure regardless of immigration status.

I feel bad for him. I understand the logic of undocumented having no access to subsidy, but with him willing to pay full price, it should be as simple as a normal private business transaction…
