Qualifying Life Event doesn’t allow me to add spouse?

I was wondering if anyone could help me with understanding how qualifying life events work and if there’s anything I can do. I’m going to write this out as a timeline so it makes sense. I have an employer sponsored health plan through Aetna.

May 2020 husband lost job due to covid but not coverage

August 2020 husband lost coverage

August 2020 I contact HR they say enrollment opens in October. Here was my first mistake, I should have pushed it and enrolled him then

October 2020 is open enrollment. I apparently clicked the wrong button and even though I put in all y spouses information and sent in my marriage license, apparently I selected children only.

January 2020 I think spouse should be on insurance now from the open enrollment, find out about the computer error.

April 2020 finalize adoption of 2 kids, so I contact insurance about a special enrollment period, they said it only applies to the children.

Is there anything I can do? Is it true that the special enrollment only applies to the person who triggers it?

I have insurance through the VA that’s better than Aetna and with my husband unemployed I could probably get my bio on medicaid like the kids we adopted, husband is literally the only one who needs insurance and he can’t get it.
