Question regarding my rights

Hey y’all, I’ve got two situations to talk about.

Context: I am on my dads insurance until I’m 26, so this is his insurance I’m using My age: 24 Income: $20,000 Zip code: 19107 (Philadelphia, PA, USA)

I asked my health insurance for basic info regarding how much of my deductible has been met so far- I specifically wanted each claim listed out. It was emailed to me, and when I opened the file, I couldn’t – because it was a .DO file, not a PDF or JPEG or anything readable. It was in binary code. I’m livid. Took me like 90 mins of ridiculousness to even get this file sent to me, and then I can’t even open it, and the person I was talking to is already gone.

Can I hold insurance accountable for something here?

Next question I think is easier but I am very cautious with how I move forward.

Ive been calling my insurance for years trying to figure out what my individual deductible really is. I’ve heard $2000, I’ve heard $4000. I heard $2000 first, but then when I tried telling the rep that told me $4000, she asked me to prove it, and unfortunately, I had the convo with the $2000 rep before I knew to ask for reference numbers for calls. So it would take some digging to figure that out. Also, I’d have to ask insurance to do the digging (go back through my call records this past March/April and give me ref numbers for each call). They may do it. But here’s the thing.

Most recently I was chatting via my insurance app with a rep about my deductible. This rep said I have a deductible of $2000 and it’s in writing this time.

How would you go about holding your insurance accountable for a $2000 deductible? How would you know they’re going to stick to it? Do you threaten small claims court?
