Sister is a young adult orphan now

My mom recently passed away due to COVID, and my dad passed away 3 years ago. Now that I’m 26, it’s really no big deal for me health insurance wise – but now my sister is 19 and living with my grandparents (who are on Medicare) and has lost her health insurance through my mom under the “be on your parents insurance till 26” statute. What are her options in addition to just getting a personal policy? She’s a student at a good school – would they offer insurance? What about potentially getting on Medicare through her grandparents who she lives with outside of the school year. Is there a mechanism to do that? General recommendations? Thanks.
