Student seeking guidance for small business plan

Hello All! I’m a student seeking feedback on a project I’m working on.

I’m currently tasked with creating a revamped health plan for a made-up small business. The budget is 17k annually but has the flexibility to go up. The state is Georgia.

The business has a small workforce of under 50 employees, 13 workers. The average age of 35, 3-4 employees over 50. Multiple in their 20’s.

My thought is to offer two group plans, one HMO with a low premium High deductible that qualifies for an HSA. This plan would cater to younger, healthier employees. The business would ideally make a market-competitive contribution to the HSA, I’m struggling to find an exact contribution or % for this.

The other being a POS plan with a moderate/high premium, focused on serving the older groups.

I know this is a very broad and rough inquire but I’m open to any ideas and feedback. Thanks for the time!
