Switching back and forth between insurance plans- is it legal?

Hi, my job’s open enrollment starts coverage October 1, and has a special enrollment period whenever my spouse has open enrollment (which is a few months later), so I effectively get a second open enrollment for coverage starting January 1. I’m considering signing up for the expensive, far better coverage starting in October to get some medical procedures done, and then switch back to my cheaper, high-deductible insurance January 1. Is there anything fraudulent or illegal about this, or is it a legal loophole? I can’t really afford the expensive insurance for the full year, and I can’t really afford the medical procedures out of pocket, so I’m looking for ways to get the procedures done without breaking the bank. Thanks!
