Upcoming Hearing. Denied coverage from both CoveredCA & Medi-Cal. How should I explain my situation to the judge?

At the beginning of the year I had projected I would make $21,600 from the job I had at the time. My job in March had furloughed me for a temporary closure due to COVID and suggested I apply for unemployment. In April I received notice that my job would be permanently closed and I had been let go of entirely. My weekly benefit from unemployment starting in April is $152 and I’m currently still receiving that amount on extension until the end of the year. I have also received the extra pandemic compensation of $600 a week and later on the lost wages benefit of $300 a week. These extra benefits only lasted for several months and I currently still only receive $152 a week. Because there was so much of an extra benefit I had still reported to CoveredCA that I projected to make around $21k this year. I’ve been paying my health insurance premiums off the money I had saved when I received the extra benefit. However now towards the end of the year I’ve depleted that savings and have been living off $152 a week. About a month ago after reporting an income change I received notice from CoveredCA that I am actually in the Medi-Cal income limits and my insurance plan with Kaiser will be terminated. However back in March before the pandemic when I thought I was still employed I had previously asked for my Medi-Cal to be terminated that was still active while I was paying for Kaiser at the same time. Apparently in 2020 Medi-Cal is not counting the pandemic compensation towards the modified adjusted gross income limits. Meaning I should probably qualify for Medi-Cal at only $152 a week however Medi-Cal is also denying me coverage based on the fact I had previously asked to be terminated at the time. Medi-Cal is also not seeing that part of my yearly income was the pandemic compensation that was only temporary. So currently I cannot get insurance through Medi-Cal nor CoveredCA. I have a hearing coming up in several days and need advice on how to clearly explain this situation to get my issue resolved.
