Why do I have to wait until after my employer paid coverage ends to enroll and pay for COBRA

So my employer paid healthcare coverage ended November 30th (I quit my job in early November). I can’t get coverage through my new job until February 1st of next year. I want to use COBRA for December and January.

 

For some reason though, after talking to my previous employer’s healthcare department, I have to wait for a COBRA billing statement to come through the mail to make my first payment. I was told the bill generated on the 9th (two days ago), and I should get it soon. In the meantime, I can’t refill any of my family’s prescriptions and doctors all want me to pay upfront because they show my coverage ended on on November 30th.

 

Is this normal? This seems odd to me. I’ve known I wanted to continue my coverage for a month now, but I have to wait past my coverage end date (and more) to actually be able to pay for it??? I’ve been told it will back date to the beginning of this month, but the hassle of doctors and pharmacies telling me I have no coverage is infuriating, especially since my children are on a medication they need daily and refill approximately every two weeks.
