Will the No Surprises Act cross state lines?

Under the No Surprises Act that starts next year, if I, a Colorado resident, need emergency care at a hospital in Utah that’s outside my insurance network, does the law make it illegal for the hospital to balance bill me? Or will the law apply only to members of health insurance plans within their respective states?

Follow-up question: I understand that state law can supersede the No Surprises Act. Does that mean a state can override the federal law to still have no protection against balance billing?
