World Trips/Tokyo Marine

We have catastrophic insurance through World Trips. We called them to ask if COVID tests were covered and they said that as long as we had symptoms, we should go get the test and it would be reimbursed. This was back in April. They kept pushing off the claim as being “under review” and the reason was preexisting condition review. We decided that, if it was this difficult to get reimbursed for two $60 Covid tests, that it would be near impossible to recover funds of a catastrophic event from this company. We (per them) emailed them a cancellation letter. We just received an email back saying that the account cannot be cancelled due to an open claim. We called them and simply asked them to cancel the claim as well as our policy, and reimburse us for the prepaid remainder of the policy. It is only a few hundred dollars minus an early cancellation penalty of $25 but why should they keep it? They said that a supervisor would call us back within 48 hours. What are my best options for recovering the prepaid months, and is there an agency that I can report this to? Thanks for any information.
