Anyone else notice that Sutter Health is DOUBLE-billing office visits?

My health plan covers preventative care (annual physical exams, mammograms, etc.) at 100%, but Sutter is making it regular practice to double bill – they charge me AND Aetna for the same visit. They code and bill each visit as TWO office visits even though it’s ONE appointment that should be fully covered by insurance.

Is this legal? I’ve contested the double charges multiple times, but their “review process” is a joke. They just decline everything and refuse to send notification or explanation of their decision in writing.

It might be relevant to note that I have the misfortune of living in Northern CA where Sutter Health has a monopoly that they use to jack up prices more than 2x elsewhere. It’s gotten so bad that the State Insurance Commissioner slapped them with a lawsuit, but Sutter just passes the cost to their patients. In fact, they just billed $700+ for an annual, preventative care appointment. What can be done about their unethical billing practices? The fact that they’re doing this during COVID is even more disgusting.
