What does ‘qualify’ mean in this context?

Hi Reddit. I’m from the state of California, and a few months ago, I applied for Medi-cal. Just last week , I got my BIC (benefits identity card) and a letter from the county. Long story short, it says that I qualify for Medi-cal. This is my first time wading into health insurance on my own, so I’m not sure if that means I have Medi-cal now and I can use it, or if I just cleared the first hurdle and there are further steps I have to take. Sorry if this question is dumb, health insurance confuses the crap out of me and I can’t find the answers on Google. If there are things that I need to add, please let me know and I’ll edit it in. Thank you in advance.
