ARPA says people should get free COBRA coverage for 6 months; but benefit admins say they don’t have details yet!

I’m in WA, USA. My last employer was in MA, USA.

I got laid off on 3/12 (involuntaree). I was enrolled into an HDHP medical plan from Cigna, and that lapses on 3/31. Afterwards, I was planning to get COBRA.

Now, I read a lot of news covrage that as per the American Rescue Plan Act (ARPA), laid-off employees are going to get 100 percent COBRA subsidy from April 1, 2021, through September 30, 2021. Any individual who is on COBRA continuation coverage during the Period because of an employee’s involuntary termination of employment or reduction of hours for any reason gets free COBRA during that time.

When I contacted the last employer’s benefits administrator (Discovery Benefits), they said that they know about the law, but still don’t have full details and have not “rolled it out.” They said they will inform eligible folks by April end or May end!! Why is this delay allowed!! (<- Rhetorical question.) And how does that work anyway?? If I’m supposed to get free coverage from April 1st, how will it help me if they tell me on May end?? I don’t have a time machine to go back in time and enroll.

If I enroll into it right now, it is showing that I have to pay ~$500 premium fee; but I have 45 day period for paying it. I’m hoping that within that 45 days, the benefits admin will come out and say “ok, you qualify for the 100% subsidy” and thus I won’t have to pay the premium. Is that a possibility?? But if that doesn’t happen, what will happen if I don’t pay the premium? Will they send collectors after me and will it affect my credit score?

Anyone else here dealing with same situation?
