COBRA extension and Employer’s Open Enrollment Period

I’m curious how an employer’s 2021 open enrollment period interacts with the COVID related extension for COBRA election.

From what I understand, if an employee did not elect COBRA when his coverage ended in April 2020, he is still eligible to elect COBRA until 60 days after the outbreak period ends, and the current extension period is set to expire in March 2021.

Can the employee elect COBRA in 2021 (within extension period) without selecting coverage during the employer’s 2021 Open Enrollment period? I understand the premium expense, just wondering if there is a required election during the employer’s Open Enrollment period.
