Disqualified from free annual eye exam due to very early signs of cataract?

My mother told me that she was informed [by office receptionist] that she’ll no longer be able to get a free eye exam through VSP because the optometrist found very early signs of cataract. Apparently all future optometrist appointments will need to bill through BCBS. (Not included under that plan) Doctor said my mother probably won’t notice anything significant or be adversely affected for about 15-20 years.

Is this a normal thing? I’ve never heard of anything like this before and couldn’t find anyone complaining about it after 10-15 minutes of Googling.
