Green Card + No Income = No Health Insurance?

Hi,

I’m a U.S. citizen, have health coverage through my employer. I sponsored my parents and both received permanent resident cards (8/2019 and 4/2021), but they have never had health insurance in the U.S. (they have not stayed very long during visits). They now plan on staying longer and are both currently here living with me. They have 0 income and are retired.

Seems it’s not possible to get them health insurance in 2021 or in 2022? If I fill out applications indicating their zero income on healthcare.gov, it gives insane quotes even for even the cheapest plans (1,200+ each). I was told that they would qualify for very cheap insurance plans if they could show some income (even $1 a month with pay stubs), otherwise I have to somehow cover the full cost for their insurance. The 1-800 help number on the site leads to nowhere, and now I get random calls from insurance agents who can’t answer any questions and even hang up on me when I tell them my parents have zero income. Wonderful.

My State’s medicaid insurance plan won’t cover them due to not being 65 and/or having a green card for less than 5 years time (they are 61 and 64).

So, basically, green card + no income = can’t possibly afford health insurance in America? Can someone explain this to me? I could probably cover them if their plans were less than $100…Is there a loophole I’m not aware of?
