Health Insurance Penalty [California]

Hi everyone! 2 questions…

I was living abroad from October 2019-March 2020 up until COVID-19 hit and had assumed I would not be back in CA until October 2020, but that changed. My partner moved to CA in August 2019 so I had my residency/address/driver’s license changed to CA from MA as he moved. I did not enroll in Cal. health insurance (unemployed since Oct. 2019) as I was living abroad. With this current information, I assume I will pay the penalty for 2020 due to lack of health insurance? πŸ™

New scenario: I will be getting married in a few weeks. Does this now change my status for 2020 in terms of health care? I suppose that means I will need to be insured under my partner’s insurance. If I decide not to be insured under him and enroll now for 2021, as someone unemployed but now filing tax as joint household, open enrollment would consider his income/joint filing even though I am still unemployed, correct?
