HSA, FSA, HRA break it down for me?

I will be getting married in a few months and we are trying to figure out insurance. His BCBS insurance is better than mine overall, but has a $3,000 deductible per person before it covers 100%. His employer contributes money to his HSA to help off-set the high deductible. My employer does not offer HSA, FSA, or HRA, but I would like to ask them to start something so I can contribute pre-tax. I will have health insurance through my spouse, and want to personally put away money pre-tax for health expenses. What kind of account would I want to discuss with my employer? Or can I add money from my payroll pre-tax to my spouses HSA?
