Now eligible for special enrollment and want to upgrade to tax credit plan from Medicaid, is it possible?

I am eligible for Special enrollment based on my income I used for my previously recently ended Medicaid. Long story short I just deenrolled Medicaid so I’m not covered. My plan was to enroll Nov 1st for a tax credit health plan. But I would have to be uninsured 2 months. I noticed that my Medicaid application is still remaining and said eligible for SE based on income of recent.
Does this mean I can enroll now for the tax credit plan and not wait until January 1st to be covered? If I want to get the plan I mentioned I have to earn at least 18k for 2021? They have my 2021 income around 13k. If I kickin’ 6k from a traditional IRA that would bring me up to the 18k levels. Will the application just tell me that I have to pick a plan other than Medicaid due to the income increase? Or do I just have to sign up Nov 1 and wait until January Thank you
