Severance agreement for 6 months COBRA + CARES Act COBRA subsidy

I was let go in Feb 2021. My severance agreement included six months paid COBRA. The CARES Act/ARPA offered COBRA subsidies from April-September 2021. Does anyone know if the original six months coverage my employer agreed to provide would be independent of the CARES/ARPA subsidy? So I’d have March 2021 COBRA covered by the agreement, April-September 2021 via the government subsidy, then the remaining five months of coverage from former employer? Company rep is saying no, that the six months is concurrent with CARES/ARPA coverage (meaning they only paid for one month, rather than six bc Uncle Sam provided the rest). Thank you!
