Spouse has new job with VEBA/HRA contributions. Can I keep my HSA/HDHP Plan?

My spouse got a new job and we are setting up her health insurance. The plans her employer offers all include a VEBA/HRA contribution. On her employer’s website, it says:

“Please note: Per IRS regulations, you may not participate in an HRA if your spouse is on a qualifying high deductible plan and has a health savings account. See the U.S. Treasury website to learn more information.”

I’m guessing this is because an HRA can technically cover the spouse’s medical expenses. But I can’t find anything on the U.S. Treasury website that says that. Can anybody here clarify the rules on this?

(For context, I currently have an HDHP plan and am contributing the maximum to my HSA each month. The monthly plan rates are lowest if we each keep our own employer’s plans. If I can’t keep my HSA because of her new insurance, the next cheapest option is for me to switch to my employer’s PPO Plan which is about $28 more per month.)
