Submit COVID test taken abroad before travel back to the USA to US health insurance plan?

When you travel back to the USA you often need to pay for a covid test. Has anyone had success submitting the receipt for this test to your US health insurer as an out-of-network procedure or visit performed while abroad?

Our Aetna benefits form has “scheduled care” and “emergency care” as the options you can choose if the receipt is for a charge incurred abroad — haven’t read the plan summary yet to see if they cover things like this, nor do I know under what rubric a test for travel would fall (it’s not really scheduled but not emergency either).

If you can’t submit to insurance, could you submit it as an HSA-eligible out of pocket expense? And if so, how are expenses incurred abroad in other currencies handled when your HSA is in denominated in $USD?
