Way too good of a plan? (Healthcare.gov, Texas)

Writing for a friend

Hi. Due to Covid I have become very low income, <25K between spouse and I. I searched for a plan on Healthcare.gov ( Estimating about 25K), and in Silver there were some ridiculously good plans. Like… 0 deductible, 10% coinsurance for especialists, max OOP of $5700 for a very low premium. When I searched the ref number of the plan online I found other numbers (5700 deductible, 17K MOOP).

Are the numbers I see in Healthcare.gov legally binding? Can I trust them?
