No insurance discount on surgery

Is anyone else seeing it occur where your allowed amount is the total charges in full? UHC primary for OP ear procedure. Provider billed UHC $3400ish and UHC took $0 discount on any charges. I have never seen that before and UHC is insisting it has been processed per contract.

What upsets me is that if the total charges were truly $3400ish and I had been self pay instead of UHC high deductible, I would be entitled to a self pay discount of 50%. That means my liability would have been around $1700 instead of the total charges of $3400ish

I thought providers had to bill from the charge master and not just what the allowed amount was going to be
