Trying to get a plan through MassHealth and I’m completely baffled

I qualified for MassHealth CarePlus (Medicaid) because my expected income for 2022 is $0. I’m trying to sign up for a plan and I’m completely baffled. My biggest question is whether to choose an Accountable Care or Managed Care program (https://www.masshealthchoices.com/en/choosing-a-health-plan) An Accountable Care Partnership is described as “a group of PCPs work with one Managed Care Organization (MCO)”. How is that different than an MCO then? How does that affect my care?

Also, what IS covered by MassHealth and Medicaid in terms of emergency care? I spend a lot of time in RI because I’m near the border and understand that might not be able to see a PCP or specialist there because Massachusetts-whatever, I’ll drive a few more minutes for those appointments. But if I have a medical emergency in Providence, am I just going to be billed because I’m out-of-network? If I end up at an out-of-network hospital in state am I going to get a bill?
